They could have already fulfilled their main purpose on many occasions. As long as they exist, they continue to fulfill it. They preserve knowledge and experience. Beings on the level of First Ones are probably able to access it, complementing their already large baggage of information.
But at the time of the Great Burn, the Rangers were not even close to First Ones. Only a thousand years had passed since the end of the Shadow Wars.
The Vindrizi would have continued carrying knowledge. Developing an ability to tap into it would have taken even the most advanced younger races another few thousand years.

Every Shadow War that ever happened resulted in a Bunch of "Great Burns".
Humans weren't the Shadows Only victims.
There were uncounted hundreds of races wiped out over the million years or so of the Shadow/Vorlon conflict.
And even more races that only survived by sheer blind luck.
One of the things we have to remember is that IPX and other archaeological outfits never had any trouble finding lots of Dead Worlds to explore.
The Shadows tended to "test to destruction" more often than not.

No, the Vindrizi were created Thousands of years ago by a race which was in danger of being Destroyed by one of the Shadow's periodic wars.
We never did learn if that race made it or not.
But, whatever else, their Creation is still around.
