Minbari facial hair

Does every Minbari that has facial hair have a little bit of Valen/Sinclair's DNA in them?

There's no correlation between Valen's DNA and Minbari facial hair. JMS specifically said that Dukhat was not a "child of Valen" and he had a snazzy-looking beard.
