Yes, they did show some serious first steps towards freeing the altered telepaths. But further work in that direction would require Lyta (there is no indication that any other psychic was strong enough to pull that off) and she ended up with other priorities.
But it most definitely does show possibilities. I just suspect Lyta (who had a sensetivity to shadow influence, and enormous beyond-the-scale power) was the only one who could do it.
