JJ, I think there's an option in your User CP to set it such that a message window will pop up to alert you to a new PM.
EDIT: Yeah, I just looked. In your CP, in the Edit Options area, in the second block of stuff "Messaging & Notification", there's an option at the bottom:
"If you are browsing the forums when you receive a new private message, the system can pop-up a notification box informing you of the new message.
Show New Private Message Notification Pop-up"
That's probably as close as we'll get to the flashing icon that UBB had.

You can put both custom titles and customized titles that respond to post count. Right in the programming where the oh so basic ones exist.
