Yeah, I don't quite get it, a leauge of non-alligned worlds, but they never the less are alligned.

But only aligned with each other - the name defines their relationship to the big powers. Collectively they are not aligned politically with the Narn, the Minbari, the Centauri, the Humans or the Vorlons. Presumably there are worlds and races, with little or no spaceflight technology and limited to single worlds, who are aligned with one of the big powers - and are therefore represented on the B5 council by the ambassador for that big power, not by one of their own people or as part of the League. JMS has implied that the territory of the Earth Alliance includes a few such non-Human worlds, so it is probable that the other governments do as well.

And the non-aligned worlds aren't particularly "aligned" with each other. The Brakiri and Drazi are rivals, if not enemies. Delenn and Sheridan have made many statements about how the league worlds are constantly bickering and fighting. The Shadows did a good job of destroying many alliances and friendly relations.

This was illustrated in the Crusade episode "The Rules of the Game" when the Lorkans are represented by the Brakiri, who tax the Lorkans to provide them with defence, but otherwise leave them alone.
