Joe, some interesting speculation, but one that goes in the opposite direction of where I would go with this. Since the Minbari haven't enjoyed a thousand years of peace and "cuckoo clocks" (as Orsen Welles would put it) they would, in fact, be stronger and more advanced in 2245 than they were in the "main timeline" as a result of greater conflict and therefor more incentive to maintain a strong R&D program.
In fact, one might argue that the E-M was wouldn't have occurred because the more powerful and suspicious Minbari would have blasted the Earth fleet at the first hint of trouble!
In such a case, the Babylon Project might have been undertaken so that diplomacy with the powerful and unstable Minbari could be conducted at arms length from earth itself.
