You are assuming that Kosh Told the Vorlon higher ups what he was doing.
And that there IS a Vorlon High Command.

The evidence indicates that the Vorlons DIDN'T accept what had happened.
Ulkesh in particular seemed Very Angry and he and Kosh didn't even get along all that well.

Plus, Lyta told them that the Vorlons were Not taking it well.
Kosh's death was what eventually led to the Vorlons escalating the war after Sheridan dropped the Nukes on Z'ha'Dum.

The main reason the Vorlons didn't retaliate for Kosh Immediately seems to be the prospect that a REAL war between them and the Shadows would be mutual suicide.

Even when they started their mutual tantrum, they didn't go after Each Other.
