Ships were to be provided to Lyta's telepaths so that they could look for a homeworld under the deal. That wasn't what she was going to be doing with G'Kar. He was going off to explore the universe, and she was just going along for the ride because she'd be arrested if she stayed in Alliance space.
G'Kar specifically tells Sheridan that he bought the ship he will use, and his offer to Lyta to join him on his journey comes after the teep DNA deal. Also G'Kar was going to take a ship and go away for a time, whether or not Lyta was going to accompany him, so it seems unlikely that he would have planned on taking one that was earmarked for Lyta's teeps. She might have chosen to stay, and therefore needed the ship herself.
